In places such as Omaha, where I live, much of the “lockdown” was voluntary. Most businesses could still operate, with some restrictions, but most did little business because customers were voluntarily choosing to stay home.
A flourishing economy depends on more than governments easing mandatory lockdowns. It also depends on consumers returning to a marketplace where they feel safe and respected.
