Metropolitan Police Department officers “acted recklessly” and didn’t plan how they would respond to armed suspects, an Office of the District of Columbia Auditor report found.
The officers did not inform superiors prior to investigating an Instagram Live video showing four men in a vehicle with two handguns, according to the report.
