Officials in Ohio have agreed to pay $17.5 million to a man left paralyzed from the chest down when he was knocked to the ground by guards in the Chillicothe Correctional Institution. Sean Fletcher told guards he could not feel his legs. Rather than get him medical attention, they dropped him several more times. Text messages show one of the guards, Garrett Osbon, bragged about paralyzing Fletcher.
