On April 6, Texas Gov. Greg Abbott instructed the Texas Department of Public Safety to begin conducting enhanced safety inspections in an effort to crack down on smuggling. The ensuing backlog has reduced cross-border travel to a third of normal levels, and experts warn that shortages and price hikes are imminent.
